Statement on the provisional peace agreement between the DRC and Rwanda

The Socialist International welcomes the provisional peace agreement reached after three days of dialogue between the Democratic Republic of the Congo and Rwanda, with the official signing expected next week. As highlighted in our previous statements, the intensifying proxy war in eastern DRC has not only caused immense suffering and displaced over one million people, but also poses a destabilizing threat to the entire region.

The agreement, which builds upon the Declaration of Principles signed on 25 April 2025, includes provisions concerning respect for territorial integrity and a ban on hostilities; disengagement, disarmament, and the conditional integration of non-state armed groups; the establishment of a Joint Security Coordination Mechanism that incorporates the CONOPS of 31 October 2024; the facilitation of the return of refugees and internally displaced persons, as well as humanitarian access; and a framework for regional economic integration.

Respect for territorial integrity and the resolution of disputes through dialogue are the only paths to peace, stability, and economic prosperity for the benefit of the citizens of the Democratic Republic of the Congo and Rwanda.
