Statement of SI President António Guterres on recent developments relating to possible military intervention in Iraq

1. The immediate challenge posed by the Iraqi regime to the international community is that of not allowing the presence and complete freedom of movement of UN observers. The immediate step of the international community should be to enforce the presence and freedom of movement of those observers on Iraqi soil. Military options should not be seen as a first option.

2. Any action against the Iraqi regime has to be based on a broad consensus of the international community and in accordance with a resolution of the Security Council of the United Nations.

3. The concept of a preemptive war is not acceptable and the role of the United Nations and its Secretary General in solving the present conflict is crucial.
