The rapid pace and unpredictability of global developments have created a complex new landscape that demands our attention and action. If we wish to see our shared values prevail, it is imperative to understand and manage these changes effectively. The Socialist International has a critical role in shaping and promoting the progressive movement of the future.
It is our collective responsibility to uphold our values while adapting them to meet the challenges of today’s world.
Socialist International member parties participating in the Council of Rabat underline the following:
1. Global Governance for a Shared Future
We must intensify our efforts to reshape global governance to address challenges that have profound daily impacts and significant social and economic consequences, exacerbating inequalities and harming the most vulnerable.
Issues such as climate change, health crises, and population movements represent existential threats to humanity and cannot be resolved solely at the national or regional levels.
Recent catastrophic events—including floods in Valencia, the Sahel, India, Nepal, Pakistan, and the United States, as well as wildfires in Greece, Turkey, Brazil, Colombia, and Chile—underscore the urgent need for collective action against climate change.
We strongly support the implementation of the UN’s “Early Warning for All” initiative. Universal coverage of a multi-hazard early warning system by 2027 is essential to ensure lifesaving measures and protection for everyone on Earth.
Since 2011, the Socialist International has led efforts to transition from a high-carbon economy to a low-carbon society. Our unwavering support for the United Nations' multilateral framework, particularly through the COP process, has been instrumental in key achievements, such as the 2016 Paris Agreement, now supported by 194 parties committed to reducing greenhouse gas emissions.
However, the urgency of agreeing on an ambitious climate finance goal cannot be overstated. Developing countries require significant resources to implement adaptation and mitigation measures. The $300 billion annual commitment by 2035, agreed upon at COP 29, is a step forward but remains insufficient. We demand greater contributions from the world’s largest polluters to support the most affected regions.
2. Harnessing Knowledge, Science, and Technology for All
Advances in knowledge, science, and technology hold immense potential for creating a more sustainable and equitable future. However, legal, institutional, and societal reforms are required to ensure that these benefits are accessible to all and not limited to a privileged few.
The growing concentration of power in digital markets is deeply concerning. Treating data as a public good is an essential first step toward addressing this imbalance.
In this spirit, we welcome the adoption of the Pact for the Future at the 2024 United Nations General Assembly. We are committed to working tirelessly to advance its objectives.
3. Human-Centered Societies and Measuring True Prosperity
For progressive parties, investing in human-centered societies is of paramount importance.
A decent life cannot be measured by GDP alone. A more comprehensive framework that considers climate crises, poverty, resource depletion, health, quality of life, gender equality, and income and wealth distribution is essential. Indices such as the Gini Coefficient, the UN’s Human Development Index, and the Global Gender Gap Index offer a broader perspective on prosperity and well-being.
Understanding and addressing the real challenges people face daily is critical to combatting populism and far-right extremism. This requires responsive and people-focused policies that genuinely improve lives.
4. Advancing Gender Equality
Although significant progress has been made through legislation promoting gender equality, it remains insufficient. The glass ceiling persists.
The rise of far-right and conservative movements opposing gender equality demands a strong counter-narrative. Progressive parties must champion gender equality across all decision-making sectors and integrate it horizontally across all policies.
5. Defending Democracy and the Rule of Law
We firmly support democratic institutions, the rule of law, free and fair elections, and inclusive democratic processes. We strongly condemn authoritarian practices, hybrid democracies, and attempts to manipulate electoral processes through technological tools.
Far-right forces are increasingly capturing judicial and communication systems to reinforce their narrative and expand their influence. Progressive parties must unite to counter these threats, which are evident across all continents.
6. Promoting Peace through Multilateral Diplomacy
Global peace can only be achieved through multilateral diplomacy and dialogue. As an organization historically committed to peacebuilding, we strongly advocate:
- Respect for the territorial integrity of states.
- Adherence to international law.
- Modernization and enforcement of global agreements against the use of nuclear, chemical, and biological weapons.
We also emphasize the critical inclusion of women in peace talks and negotiations as a cornerstone of lasting conflict resolution.
This declaration affirms our commitment to progressive solutions that meet the demands of a world in motion. Together, we will work tirelessly to ensure that the values of justice, equality, and solidarity guide our shared future.
