The Chair of the SI Committee for Latin Àmerica and the Caribbean , Miguel Vargas presented the accomplishments of the former President of Costa Rica . Oscar Arias , from SI member National Liberation Party , is a recipient of the Nobel Peace Prize 1987 for a plan designed to put an end to the cruel civil wars that were devastating Central America. In August 1987 , the Peace Plan was approved by Costa Rica, Guatemala, El Salvador, Honduras and Nicaraguan. During his tenure as President of Costa Rica ( 1986-1990 and 2006-2010) he presented a different model of governance based on transparency and rule of law and he prioritized human security .
