Neloumta Philomène 1965 – 2026
9 October 2026
The Socialist International mourns the passing of our dear comrade Philomène Neloumta Tatamngar, a committed member of our member party in Chad, the National Union for Development and Renewal (UNDR), and its representative on the SI Finance and Administration Committee.
Born on 9 November 1965 in Brazzaville, Philomène devoted her professional life to public service in Chad, notably in the national tax administration, after studies in N’Djamena and at the École Nationale d’Administration in Lomé. Within the UNDR she served as Deputy Treasurer of the Executive Bureau, and she was the party’s candidate in the last legislative elections in N’Djamena.
In the Socialist International, where we knew her affectionately as “Philomène du Tchad”, she brought her expertise, seriousness and sense of duty to the work of the Finance Committee. She also took an active part in the meetings of the Socialist International Women, working to promote women’s participation and leadership in political and social life.
Those who worked with her will remember a woman who was always smiling, helpful and committed, with the rare gift of moving things forward quietly, with simplicity, seriousness and kindness.
The best way to honour Philomène is to continue to carry the values she believed in: commitment, solidarity, justice, equality, human dignity and the participation of women in the life of our societies.
The Socialist International extends its deepest condolences to her husband, her four children, her family, her comrades in the UNDR and all who knew and loved her.
