Meeting of the SI Africa Committee, Niger, Niamey

17-18 June 2023

The Socialist International Meeting of the Africa Committee was held in Niamey, Niger on June 17-18, 2023, hosted by Nigerien Party for Democracy and Socialism (PNDS) at the invitation of its President Dr Bokary Treta (Mali RPM).

The opening session was addressed by the Chair of the Africa Committee, Dr Bokary Treta, the Socialist International General Secretary, Benedicta Lasi, and the President of the National Executive Committee of the PNDS-Tarayya, Foumakoye Gado. 

The host party President Foumakoye Gado, conveyed his satisfaction and gratitude to Socialist International for selecting Niamey as the Africa Committee's host city.

The first meeting unfolded with an opening video projection of a speech by Pedro Sanchez, the President of the Socialist International. Sanchez, referring to the crucial topics of the meeting, which included the delicate issues of regional peace, the future prospects of African youth, and the fundamental rights of women.

The delegates from member parties discussed and highlighted in-depth the economic, security, and political situation within their given country where they articulated concerns over the prevailing security situation in several regions of the African continent, with particular emphasis on certain high-risk areas the particular areas can be found listed within the Niger Declaration. The Committee also criticised the ongoing conflict in Sudan and its impact on civilians and demanded peace and negotiations.

In the second session, delegates from member parties in the region addressed in detail the theme of the meeting:

"Consolidating democracy and strengthening the capacities of States in the African Region” 

Member parties encouraged support to fellow members participating in impending elections or referendums. Delegates also recognised fellow members in Niger who have successfully implemented social projects and peaceful dialogue. In addition, delegates urged its members to establish a democratic culture based on the rule of law, good governance, and the effective management of national resources.

The Committee recognised the significance of women's rights and the incorporation of young people and recommended the establishment of gender parity in the governing bodies of its member parties. It demanded the implementation of measures intended at reducing unemployment, addressing the issue of migration, and, consequently, narrowing the social divide. Finally, the Committee emphasised the participation of young people in the governance of nations.

The Committee also took the opportunity to reintroduce the Dakar Declaration and to initiate the process of formulating an action plan. To this end, it was agreed that remote consultations would be held to advance the Declaration's implementation.

At the end of the discussions, delegates discussed and finalised the Niger Declaration. In addition, the Committee warmly thanked Dr. Bokary Treta for his commitment during his tenure as President for the Africa Committee. Saleh Kebzabo of UNDR Chad, the newly elected President of the Africa Committee , pledged to work towards strengthening solidarity between members, including the inclusion of women and young people, and enhancing the influence of African parties within the Socialist International.

The Committee concluded its deliberations by expressing appreciation to Honorary President Mahamadou Issoufou and Mr. Mohamed Bazoum, President of the Republic of Niger, for their special attention to the consolidation of social democratic values. It also expressed gratitude to Foumakoye Gado, President of the PNDS-Tarayya, and his colleagues on the party's National Executive Committee for the excellent organisation and cordial welcome.
