RESOLUTION ON THE INSTITUTIONAL CRISIS AND THE MULTILATERAL SUPPORT MISSION IN HAITI
The Committee for Latin America and the Caribbean of the Socialist International takes note of the serious political, social and humanitarian crisis affecting the Republic of Haiti, marked by institutional collapse, territorial control by armed groups, the absence of a legitimate government and the rapid deterioration of the population’s living conditions.
Considering that Haiti constitutes a critical case of continued failure of the international community, and that its reconstruction requires a sustained framework of multilateral support, the Committee also underlines the profound suffering of the Haitian people, the disintegration of its institutional and security system, and the extreme vulnerability faced by democratic political parties, many of which have seen their headquarters occupied by internally displaced persons fleeing violence.
Recognizing that no elections have been held for more than seven years and that the absence of regular institutional functioning has left the political system without State backing or resources to fulfill its democratic functions, the Committee calls for the active solidarity of the international community and of the member parties of the Socialist International in the face of these exceptional circumstances.
RESOLVES:
- To support the deployment of the Multinational Security Support Mission authorized by the United Nations Security Council, which guarantees respect for human rights, the inclusion of all political parties in the Haitian system, civilian control over operations and the strictly temporary nature of the intervention.
- To demand that any stabilization process be accompanied by a clear political roadmap toward free, credible and verifiable elections, under plural international supervision and with effective guarantees of democratic participation.
- To call upon progressive parties in the region and the world to actively support emergency humanitarian initiatives and to collaborate in the design of a comprehensive plan for Haiti’s institutional, economic and social reconstruction, based on international shared responsibility and the strengthening of Haitian democratic actors.
- To express solidarity with Haitian political parties, particularly those facing adverse conditions, lacking financial resources and operating in a context of extreme insecurity. The Committee calls on the member parties of the Socialist International to accompany them with political, technical and solidarity-based support in order to sustain the struggle for democracy and the rule of law in Haiti.
