Resolution on the Kurdish Question
While global attention focuses on major conflicts and humanitarian crises, the situation of the Kurdish people remains insufficiently recognized. The Kurds—one of the world’s largest stateless peoples, indigenous to their land for millennia—continue to face restrictions on fundamental rights across the states encompassing parts of Kurdistan.
In Iraq, the Kurdistan Region has achieved significant autonomy and worked to build a stable and prosperous society. However, challenges remain, including the federal government’s reluctance to fully implement constitutional provisions and the continued presence of non-state armed groups. Recent attacks on the Region’s energy infrastructure further underscore ongoing security risks. In Turkey, renewed peace efforts initiated by the Kurdish side with the positive reception by the Turkish Government, provide hope for resolving long-standing conflict and advancing Kurdish rights. It also provides an opportunity to produce a long-lasting peaceful and democratic solution in the entire middle east. In Syria, political transitions present both challenges and opportunities, with dialogue between Syrian democratic forces and Damascus offering the potential for an inclusive settlement that respects the rights and identities of all communities. In Iran, Kurdish populations continue to face severe repression, including an alarming rise in executions of political activists, journalists, civil society actors and ordinary citizens of whom many are women. Economic deprivation compounds these political injustices: poverty is rampant and social security is nonexistent.
Reaffirming its commitment to democracy, peace, and human rights, the Socialist International recognizes the enduring struggle of the Kurdish people for dignity, cultural recognition, and political inclusion. A just, democratic, and peaceful resolution of the Kurdish question is essential for regional stability and the protection of universal freedoms.
The Socialist International calls on all states with Kurdish people to pursue inclusive, negotiated political solutions that guarantee cultural rights, democratic participation, local self-governance, and the protection of ethnic communities. States should ensure the constitutional recognition of Kurdish rights as a first step. The SI condemns all violations against Kurdish civilians, including political repression, arbitrary detention, and restrictions on freedom of expression, and calls on all states to uphold international human-rights and humanitarian law.
The SI recognizes the significant contributions of Kurdish political, social, and civic movements—particularly women’s and youth organizations—in promoting pluralism, gender equality, and participatory governance. The Socialist International reaffirms its solidarity with all Kurdish communities striving for democracy, equality, and peaceful coexistence and commits to advocating for the protection of Kurdish rights and democratic aspirations within national and international institutions.
