Resolution on the political process and the humanitarian situation in Venezuela

29th - 30th November 2025

RESOLUTION ON THE POLITICAL PROCESS AND THE HUMANITARIAN SITUATION IN VENEZUELA

The Committee expresses deep concern over the persistence of institutional deadlock, democratic erosion, the deterioration of living conditions and the continuation of the Venezuelan migration crisis, which already affects more than seven million displaced persons.

The disregard for the popular will expressed at the polls on July 28, 2024 has aggravated the political and institutional crisis affecting the country. Its resolution requires a responsible and transparent negotiation process that leads to the full respect for the sovereignty of the citizens’ vote through which Edmundo González Urrutia was elected.

RESOLVES:

  1. To reiterate the call for a national dialogue process involving all sectors of society, internationally sponsored and aimed at restoring constitutional order, democratic freedoms and full respect for the popular will expressed in the July 28, 2024 elections.
  2. To urge the Venezuelan authorities to allow full access for humanitarian organizations, guarantee basic political freedoms and move immediately toward the release of all persons detained for political reasons, including the particularly alarming situation of the four adolescents who remain deprived of liberty.
  3. To request that the member parties of the Socialist International strengthen diplomatic pressure to reactivate a verifiable international mediation, with mechanisms of compliance and guarantees of non-retaliation, aimed at demanding respect for the popular will, the protection of human rights and the cessation of persecution, incommunicado detention and arbitrary detention of opposition members and activists.
  4. To request the annulment of all judicial decisions that have confiscated political parties and their return to their legitimate authorities.
  5. The member parties of the Socialist International call on the international community to continue working through diplomatic channels and the means established in international conventions and treaties to fully restore democracy and the validity of the Constitution in Venezuela.
