RESOLUTION ON THE RECENT MILITARY MOVEMENTS IN THE CARIBBEAN SEA
RECOGNIZING
That peace, security and hemispheric cooperation are essential for democratic stability and sustainable development in the Americas;
That the countries of the region have advanced for decades in building mechanisms of dialogue, mutual trust and joint efforts to address shared challenges;
TAKING NOTE
Of the recent movements of military assets in the Caribbean Sea and of the concerns expressed by various sectors regarding their implications for maritime security and regional public perception;
HIGHLIGHTING
That the fight against drug trafficking requires comprehensive approaches based on shared hemispheric responsibility, institutional strengthening and effective multilateral cooperation;
CONCERNED
By reports regarding maritime operations that may have resulted in extrajudicial executions, contrary to the principles of proportionality, the legitimate use of force and the protection of human life;
AFFIRMING
That the Socialist International maintains an unwavering commitment to the defense of human rights, international legality and the dignity of every person;
THE COUNCIL OF THE SOCIALIST INTERNATIONAL
RESOLVES:
- To promote renewed and constructive hemispheric cooperation in the field of maritime security, based on operational transparency, information sharing, technical coordination and full respect for State sovereignty.
- To reaffirm that the fight against drug trafficking must be carried out through comprehensive strategies, multilateral cooperation and institutional strengthening, always in strict compliance with International Law and human rights.
- To urge that all maritime security actions fully observe international standards, strengthening mechanisms of oversight, accountability and the prevention of incidents that could generate tension or adverse interpretations in the region.
- To invite the States of the hemisphere, including the United States, to deepen channels of dialogue, multinational coordination and technical cooperation, with the aim of strengthening mutual trust, avoiding unnecessary risks and consolidating a shared and balanced approach to security challenges.
- To promote the development of regional mechanisms aimed at encouraging best practices on the legitimate use of force, the protection of human life and the preservation of the peaceful nature of the Caribbean Sea.
- To reiterate the Council’s firm commitment to the full restoration of democratic order in Venezuela through a peaceful, verifiable and internationally accompanied process, an indispensable element for regional political stability.
- To clearly and categorically condemn all forms of extrajudicial execution, regardless of the actor involved, reaffirming that no security operation can justify practices that violate human life or the principles of proportionality and legitimate use of force.
- To condemn the unilateral closure of Venezuelan airspace, which also affects regional mobility, humanitarian assistance and international cooperation, and to reject any intervention or any measure of a strategic or military nature linked to Venezuelan territory, in accordance with and in strict observance of International Law and the principle of non-intervention.
- To entrust the Presidency of the Council with monitoring this situation, promoting spaces for dialogue and presenting periodic reports on progress in cooperation, transparency and the strengthening of regional maritime security.
